ruby-commonmarker: set MODCLANG_VERSION to 21

The 2.6 release doesn't build with llvm/22, so this broke with the change
of the default MODCLANG_VERSION from 19 to 22. It builds fine with 21, so
use that. I'll send out an update to 2.8.2 at some point.
