add BDEP on py-distlib. qemu's mkvenv script picks it up if present,
...
then falls back to importing the copy in pip, then disables. however,
with pip 25.2 this fails with an un-caught error.
better for consistency (a known version of distlib is then used) and
avoids the build error if newer pip is installed.

knock out building qemu on 32-bit archs; upstream no longer supports
...
emulating 64-bit archs on 32-bit archs so the PLIST varies (which Brad
sent a diff for), but this is of fairly limited use on 32-bit anyway
so it doesn't really seem worth the PLIST-juggling.
