sthen 069c4d66ce add a BDEP on pythran for ports using cython, unless MODPY_CYTHON_PYTHRAN_RDEP 
is set (used in py-numpy to break a dependency loop). suggestion of doing it
this way rather than with a PKGPATH check from tb@.
