daniel 8180ed75c9 update py-patsy to 0.5.6 ...

This gets us updated from a 2015 code release to code released in 2024. The
main benefit for the ports tree is dropping a TDEP on nose.

Note that the patsy project recommends migrating away from patsy and over
to formulaic though.
